Jeanette Gumber– Health Care Administrator
Jeanette is the Health Care Administrator of the Carpinteria Health Care Center. She is a Registered Nurse and holds a Bachelor's Degree in Sociology from the California Polytechnic University, San Luis Obispo, California. Jeanette joined the county as a staff nurse at the Santa Barbara Health Care Center in 2016. Shortly thereafter, she accepted a position as the RN Supervisor in the Women's Health Department.
Jeanette brings with her 30 years of experience in management in the private sector and has transferred these skills into her leadership role in the outpatient setting. As an administrator, Jeanette looks forward to using her management skills to collaborate with her new team and with her new community to continue to foster the Public Health Department Mission: To improve the health of our communities by preventing disease, promoting wellness, ensuring access to needed health care, and maintaining a safe and healthy environment.
Jaclyn Kucharski, MD
Dr. Kucharski was born and raised in Santa Cruz, CA and graduated from UC Davis with a dual degree in Spanish and Biology. She then attended medical school at St. Louis University School of Medicine and completed her family medicine residency training at Ventura County Medical Center Residency Program in 2014. Since completion of her training she has worked as a primary care physician in the clinic setting as well as Urgent Care and Labor and Delivery at VCMC Hospital. She truly enjoys providing primary care to the whole family; from pregnancy to the newborn period, to old age and everything in between, it is an honor for her to care for patients in all stages of life. She joined the Santa Barbara County Public Health Department in January 2020 where she now serves as a Primary Care physician for Franklin and Carpinteria Health Care Centers.
In her spare time she loves being outdoors with her husband and two sons playing at the beach, hiking, camping or at the local Farmer's Market.
Tomas Wy, MD
Dr. Wy, MD practices Adult Medicine at the Santa Barbara Health Care Centers. Dr. Wy graduated from University of Santo Tomas Faculty of Medicine & Surgery in 1987 and has been in practice for 33 years. He completed his residency at Hamot Medical Center. Dr. Wy is a member of the American Academy of Family Physicians and he currently provides care to our patients at our Carpinteria and Franklin Health Care locations. In his free time, Dr. Wy enjoys running, basketball, swimming and spending time with his family.
Kristen Hughes, M.D. - Pediatrics
Dr. Hughes graduated summa cum laude with her BS in Biology at Westmont College in Santa Barbara in 2004. She graduated medical school from Loma Linda University School of Medicine, followed by pediatric residency at Loma Linda University Children's Hospital. She served as faculty at Loma Linda University initially afterwards, before moving back to Santa Barbara. Dr. Hughes then practiced at Cottage Children's Medical Center for 4 years as a pediatric hospitalist. She joined the Santa Barbara County Public Health Department in February 2016, where she now serves as a part-time Pediatrician for Franklin and Carpinteria Health Care Centers.
In her spare time she enjoys various outdoor activities including hiking, soccer, and paddle boarding. Her greatest joy is spending time with her family including her son and daughter.
Women's Health Providers
Lawrence Bines, M.D. - O.B.G.Y.N
Dr. Lawrence Bines completed his undergraduate degree at the University of Wisconsin in Milwaukee, Wisconsin. He graduated medical school from the Medical College of Wisconsin. He completed his residency in Houston, Texas at St. Joseph Hospital; a University of Texas affiliated hospital where he received his Obstetrics and Gynecology license.
Dr. Bines came to work for the Public Health Department in September, 1991. He splits his time between Carpinteria Health Care Center, Franklin Health Care Center, Lompoc Health Care Center and Santa Barbara Health Care Center. He thoroughly enjoys practicing general and OB/GYN medicine.
Alicia Jacobson, NP- Women's Health
Alicia was raised in Carpinteria and graduated with a Bachelor of Science degree in Nursing from CSU Sacramento (1983). She worked for several years as an RN at Alta Bates in Berkeley, Cottage Hospital and St. Francis Medical Center. She assisted in many deliveries as a labor and delivery nurse while at St. Francis Medical Center for 14 years.
She went on to receive her Women's Health Care Nurse Practitioner certificate from Harbor UCLA (1994) and a Masters of Science in Nursing from CSU Long Beach (1996). Prior to joining the PHD she worked as a Nurse Practitioner in Los Angeles for The Family Planning clinics. Locally, she has worked at the office of Ralph Quijano MD and at Westmont College Student Health Center.
Alicia joined PHD Santa Barbara Health Care Center in 2009. She is a strong patient advocate for the underserved in the Santa Barbara Community specializing in culturally sensitive care in the areas of: Women's Health; STD, gynecological, family planning, and comprehensive care for obstetrics.
She is a voted member of School Site Counsel (SSC) at her son's elementary school. She has also served on the school district's DAC.
Her interests include spending time with her family and friends in the outdoors setting, such as camping, fishing and gardening. Alicia enjoys relaxing at the beach.
